A law on the abolition of the death penalty was signed in Kazakhstan
President of Kazakhstan Kassym-Jomart Tokayev signed the Law of the Republic of Kazakhstan „On Ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty“. The text of the law is published in the press.According to the law, countries that have signed the international covenant accept the following obligations:• Do not use the death penalty.• Take all necessary measures to abolish the death penalty within its jurisdiction.Kazakhstan reserves the right to impose the death penalty in wartime after a conviction of a person for particularly grave crimes of a military nature.A moratorium on the death penalty in Kazakhstan was introduced on December 17, 2003 by a decree of the First President of the Republic of Kazakhstan N.Nazarbayev.
